Under Mode 1, around 2,000 seats are allocated to reputed coaching institutes across the country, enabling eligible students to receive free coaching through these institutes. Under Mode 2, the Ministry directly selects eligible students, who can then choose from the coaching institutes approved under the scheme.

Implementation of the Scheme

At present, the scheme is implemented by the Dr. Ambedkar Foundation via Dr. Ambedkar Centres of Excellence (DACE) established in 19 selected Central Universities across India. These universities conduct their own screening process to select eligible SC and OBC students, giving the scheme a university-centric, merit-based selection structure.

Universities and institutes with the required academic and physical infrastructure can apply to set up free coaching centres on their campuses. The designated selection committee evaluates applications.

Eligibility Criteria

  1. Applying students must belong to either the SC or OBC category, with total family income from all sources not exceeding Rs 8 lakh per annum.
  2. The student must have a valid Aadhaar number linked with a personal bank account, since stipend disbursal happens through Direct Benefit Transfer (DBT).
  3. The specific eligibility criteria for each competitive examination will apply as per the exam's own requirements. For instance, if a competitive exam requires Class XII as the qualifying qualification, the scheme applies the same benchmark.
  4. For examinations with Preliminary, Main and Interview stages, a candidate can receive coaching up to two times each for Preliminary and Main, with no restriction on interview coaching if shortlisted.

Stipend and Benefits

Beyond just coaching, the scheme provides a monthly stipend to support living and study expenses during the course. As per the official guidelines, students receive Rs 3,000 per month for local students and Rs 6,000 per month for outstation students, payable for the duration of the course or up to one year, whichever is less. All disbursals happen through DBT directly from the Ministry.

From financial year 2024-25 onwards, beneficiaries of the PM CARES Children Scheme were formally included under the Free Coaching Scheme. Unlike SC and OBC candidates, PM CARES beneficiaries face no income or caste restriction, and they are exempted from the university screening process, reflecting a targeted policy expansion for children affected by COVID-related circumstances.

Beyond expanding beneficiary coverage, the scheme also continues to evolve as part of the Government's broader higher education support framework. Within the broader SHREYAS-SC framework, the Free Coaching Scheme is recognised as one of four key sub-schemes alongside Top Class Education for SCs, National Overseas Scholarship, and National Fellowship for SCs, positioning it as a central component of the Union government's long-term strategy for higher education and competitive examination support.
